Vespa HNSW early termination

A Vespa capability for early termination of approximate nearest-neighbor searches using HNSW. Vespa documentation explains that HNSW search maintains a queue of best results found so far and can return that queue before normal algorithm completion, either via an explicit ANN time budget or via ANN timeout, to preserve time for matching and avoid query timeouts returning no hits.
