Codex harness

The Codex harness is OpenAI's shared agent loop and logic that underlies Codex experiences across the web app, CLI, IDE extension, and desktop app. It includes Codex core and is exposed to clients through the Codex App Server, a bidirectional JSON-RPC protocol and long-lived process that hosts Codex core threads.
